Layer 4 payments

Layer 4 is money Capital Forge League has accepted as a 501(c)(3) gift. A DonorBox ping is not Layer 4 until the webhook signature checks out — or Super Admin verifies it in CFL gift tracking.

What counts as a payment

Signed DonorBox webhook (one-time or recurring). Unsigned or mis-signed payloads are rejected at the door and held in CFL gift tracking — they are not Layer 4.
A held CFL gift-tracking row that Super Admin verifies and accepts. That books one Layer 4 gift with a receipt. Source reads cfl_tracking, not donorbox.
Gifts Super Admin logs by hand (check, wire, honor gift). Each gets an official receipt and a thank-you from donations@.

Never count twice

An unsigned DonorBox payload. Webhook security holds it. Do not treat the hold as cash.
A foundation award email. That is Layer 3 — a response on the solicitation. Do not create a second gift.
Pipeline stage Gift. The relationship closed. The dollars, if any, already sit on one Layer 4 row.
Honor gifts are still Layer 4 to the education program — never an investment.

What Forge Control is

Super Admin’s operating console

Forge Control is not a classroom and not a donor lounge. It is how Mark runs the nonprofit: Grant Scout, contractors, payments, the document repository, Donor Scout, and Capstone. CFL takes no equity. A foundation award is never counted twice as a DonorBox gift.
